Chapter 59 Conception
Chapter 59: Concept:
The Watchtower hovers silently above Earth's orbit, silently overlooking Earth's civilization. Its overall appearance is a silvery-white metallic structure, a fusion of Earth and alien technology.
Its interior is equally sophisticated, with a complex network of passageways connecting rooms with different functions—such as conference rooms, medical bays, and training bays. Under the supervision of intelligent AI, everything in the Watchtower is in perfect order.
A number of people have already gathered in the conference room. With a few minutes left before the meeting, the members of the Justice League are discussing their recent developments, and the atmosphere is relaxed.
"I haven't had time to congratulate you on your promotion, Clark," Wonder Woman smiled at Superman, who was sitting next to her. "New editor-in-chief of the Daily Planet, I think it's time they gave you a large office of your own."
Superman smiled, his blue eyes deep and captivating. He propped his chin up and said,
"Actually—I'm just acting temporarily, still on probation, but they did let me sit in the original editor-in-chief's office."
"That sounds great," the Flash asked, taking a bite of his energy bar. "Will you still be out on the field?"
"That's the situation," Superman replied after a moment's thought. "I think a private office would be helpful for me to change clothes whenever I want—it would help me better perform my duties as Superman."
"Cool," Green Lantern whistled and winked at the others. "Maybe we should throw you a party—"
"Beep."
Just then, an electronic sound interrupted their conversation, and everyone turned to look.
The automatic doors of the main conference room slid open, and Batman walked in.
"Good morning."
"Good morning, Batman."
"You're the only one missing."
...
Everyone greeted him, and Batman simply replied with a good morning. Then he looked around, his eyes fixed on an empty seat.
"Jon hasn't come back yet," Superman noticed his gaze and explained, "He's still on Mars investigating the ruins of an ancient underground civilization he discovered."
Batman nodded in understanding and took a seat.
The projection screen in the middle lit up.
After the meeting began, the members reported on the situation in their respective areas of responsibility in turn. The situation on Earth has been relatively stable recently, and no major abnormal incidents have occurred for the time being.
After the routine report, Superman tapped the table with his fingers, attracting everyone's attention.
He began,
"Next, I'd like to discuss the future direction of the Alliance." His tone was gentle. "I believe we can establish a more systematic global crisis response mechanism."
He glanced at the group and continued,
"Most of the time, the current Alliance members operate separately, each addressing issues in their own region and only occasionally collaborating. This global crisis response mechanism could effectively address this issue." The Flash
raised his hand eagerly. After receiving a glance from Superman, he asked,
"Sounds good—how would we do this specifically?"
"We could work with governments around the world to establish a relatively centralized crisis information collection system. Once a crisis occurs, the Alliance can receive timely information, respond, and address it." "
Sounds like an alarm," Green Lantern teased.
"Yes, that's a completely new alarm system." Superman chuckled, not commenting on Green Lantern's analogy. "Specifically, when faced with a sudden crisis, governments need to immediately inform the Alliance. The Alliance can then independently assess the risk level and decide whether to intervene."
Batman raised an eyebrow and looked at Superman.
"You want to bypass government decision-making and let the League handle it completely?"
"It's not bypassing it," Superman replied calmly. "It's just a more optimized way of making decisions. We don't need to replace the original institutions, we just need to act in advance."
He paused, then said firmly,
"We have dealt with various crises, understand the actual situation, and can immediately identify potential crises facing the Earth. We have the experience and the ability to establish a set of effective standards—we will be responsible for the Earth." "
The problem is, we don't have the decision-making power to intervene in advance," Batman said calmly. "If you want us to do this, you need to tell me first—who will restrain us?"
A brief silence fell on the conference table.
After a moment, Superman turned sideways and looked at Batman calmly.
"I understand your concerns, Batman," he paused, then said, "This isn't something that needs to be implemented immediately. Perhaps my idea is immature, but merely a possible future direction for the League. If you have a different opinion, the plan can be put on hold for now, and we can discuss it later." "
Obviously, I disagree with this plan."
"This requires further discussion," Wonder Woman said, opportunely. "This new mechanism concerns cooperation between the League and the government. It's not just our business, it concerns all of humanity, and we need more time to consider this."
Superman nodded, but he didn't insist.
"After this meeting, I'll speak with everyone individually. If you have any other ideas, I'll try to consider them and refine my plan."
The discussion then turned to other mundane matters—satellite positioning, anomaly detection, and coordination issues between League members.
Half an hour later, after discussing a major smuggling case in Coast City, the meeting concluded.
Most members didn't leave the Watchtower immediately, but instead headed to their designated training rooms, which were fully equipped with training equipment to support the League's daily training.
Bruce was still sitting in the conference room—now he was the only one left. He hesitated for a moment and took out his terminal. A real-time, synchronized monitoring screen appeared on it.
